Transiting Changi on separate tickets

Hello all. I am currently going to Thailand, but due to award availability I am flying back from SIN on SQ unless something miraculously opens up in the next two weeks. My flight departs SIN at 23:45. I'm looking at booking a Scoot flight from KBV-SIN that would arrive in at 19:45-Flight Aware shows this is often around 30 minutes late but usually not drastic, so that would give me around 3-4 hours. This seems doable but correct me if I'm wrong? I'll have a full size carry on and laptop backpack, so not sure if I will need to check on Scoot or not (I have ready conflicting reports on how strict/lenient they can be) but carry on only for SQ.

Unfortunately this is the only non-stop flight from KBV that day, and any other multi-stop flights have similar arrival times anyway. So it is this or fly in the day before.

I presume I will need to clear immigration and fill out the SGAC in advance due to the separate tickets?
