This was resolved after a couple of weeks phoning every other day to 'escalate' matters, but I had no notification or apology, i just happened to check whether I could login without 2FA, and I could. Probably doesn't help you with this urgent case, but at one point I pulled the data protection card, as they were effectively sending an authentication code to an unauthorised number and therefore compromising my account. No idea whether this made any difference, but it might be worth a try?
