I just received the same generic message from Air France. Specifically:
I am sorry that your flight from Seattle to Stockholm on 31 December 2024 was delayed because of a decision of air traffic control.
A situation like this is regarded as an extraordinary circumstance. Therefore, the compensation set by the EC Regulation 261/2004 does not apply.
I plan to open a case with the Swedish NEB. But it's a slow process.
The "airdisputes" link you posted seems to be no longer valid. Not sure if you have the story somewhere else?
