I think QR is the most significant carrier anyway. What I am unsure about is where the 23 kg/32 kg policy comes from and how it plays in this case. Qatar Airways itself does say each bag should not be more than 32 kg, but Finnair does have the heavy baggage fee for economy class for their bags over 23 kg. As for the IATA rule Helsinki and Doha are in the same IATA area 2 and both Thailand and India are in area 3 so I believe airline that flies the leg from Doha onwards would be the most significant carrier. It used to be easier before when with OWE etc I had 50 kg instead of 30 kg, so I just had two 23 kg bags and did not have to sweat about it
