The IATA rule goes by the most significant carrier for your journey. But it has exeptions of which I am not too sure.
You didn't mention where in SE Asia you are flying to?
For example:
Distance HEL-DOH 2730 Miles
Distance DOH-BKK 3285 Miles this applies as most significant carrier
or
Distance HEL-DOH 2730 Miles this applies as most significant carrier
Distance DOH-DEL 1596 Miles

I believe this is incorrect. Both DOH-BKK and DOH-DEL are considered most significant carrier legs, as HEL and DOH are both within Area 2, and, in this example, it is the carrier that takes you across Areas first that is the most significant carrier.
In OP's case, QR is taking him from Area 2 (DOH) to Area 3 (SE Asia) and thus their baggage rules should apply.
It is the same as flying from Australia to HKG/SIN on QF and then to HEL with AY. Finnair is the most significant carrier because the flight from HKG/SIN to HEL crosses Areas.
