Related tidbit (but useless to OP).
During COVID era, united airlines didn't update their registered agent on USA DOT (it's a DOT requirement) . Passenger filing complaint couldn't reach United, had to escalate via DOT. Let me find the relevant doc, don't recall if united got into trouble for this.
Dont think OP wants their complaint in USA though, versus in canada
