Just a data point: On a Euro Traveler fare booked via the CapitalOne portal and using my Alaska Airlines OneWorld Emerald number (not Avios), I was able to change my flight not once, not twice, but... 3 TIMES as my inbound (on a separate ticket) was delayed. BA app quoted me 60 Euros initially to change, but on the final confirmation page displayed "no additional charges necessary". And my credit card wasn't charged for any of the 3 changes as expected
