Generally J tickets (business) will include lounge access on domestic mainland flights. As for elite status eligibility, that will depend on the rules of the respective programme. For example, Skyteam rules apply so status alone does not include lounge access on Y tickets domestically (HKG, Macau, and Taiwan are considered international for lounge purposes).
