This will not be regarded under airline control, in that the reason for de-icing is due to bad weather. Over the broad perspective and taking the whole point of EC261, there may be an argument here as to how much of this the airline controls, how much ATC controls, and how much is airport restrictions, but ultimately we've had bad weather in the UK and that's the cause of your problems.
