Unfortunately these things happen from time to time.
Credit card company is not in a position to determine if you are entitled to a free checked bag.
Credit card company will not refund you what you have already agreed to pay to the merchant.
Of course you can file a dispute with the credit card company, but TK can also respond and confirm that you agreed to their terms and conditions.
