Almost certain you’d have to go to D to recheck bags. I’m pretty sure that only AA has baggage recheck after Customs. No other international carrier offers connections through PHL (that I am aware of). Aer Lingus lands as if it was a domestic flight, so even if it sells tickets beyond PHL, you wouldn’t have to clear Customs.
