I am not sufficiently familiar with houw French oversees territory is handled in EU 261, but with luck NickB is right and then you could use that. If Air Mauritius is not responding, file timely with the French authority (once had a cancellation of AF from GVA, filed EU261 with them to no avail, by the time I contacted the Swiss authority a year had elapsed and they said they would take notice but not do any follow up for incidents > 12 months old)
I am not claiming any compensation. I am asking refund for cancelled flight. In my 20+ years of flying I had more then a dozen of cancelled flights where I refused alternative transportation (or it was not provided) and all except cancelled Swiss flight during COVID were promptly refunded by airlines. Swiss COVID case was also easily solved with credit card dispute.

I think it’s clear as it could be: the services purchases were cancelled and alternative arrangements not provided or acceptable, so full refund is due. If issue goes to court / small claims court, no judge would agree with the airline, that’s why US airlines are best in providing refunds, it would just cost them more to deny. Also US credit cards (which I used to purchase tickets) should have no issues honoring the chargeback. There are no legal grounds whatsoever denying the refund.
