I remember the Hiroshima Sheraton offered a choice between either, but the check in agent heavily implied I shouldn't even bother with the lounge breakfast unless the restaurant was closed (I think the lounge opened 30min earlier). They were absolutely correct.
Any time I have had a actually great free breakfast it has been at a restaurant, not a lounge, and that goes for Asia, Europe, and North America (Canada, US, Mexico). The only exception might be a Ritz.
