Nope. Not just them. It also favours people whose employer pay for most of their tier points and who would have flown BA even if Tier Points were not on offer because their corporate contract dictates that they have to fly with BA. As an IAG shareholder I'm not in the slightest bit happy that this is a group of people BA thinks are worth spending money on.
