Are you referring to paid or free seat selection? If the booking class is high (expensive) enough for free seat selection, you can do that. However, you can only do paid seat selection for tickets issued by JX themselves (so that doesn't work for AS issued tickets).
As an example, I booked a PE ticket via AS in E booking class, which books into Y booking class (i.e. the highest economy class) on the 'short-haul' connection TPE-CTS, as there is no PE on that flight. I can do seat selection for TPE-CTS, but not for the PE flight SEA-TPE.
