You didn't misunderstand, the waitlist for a SWU or miles/copay upgrade works differently than for domestic upgrades. C space can be released at any time from now until the flight, not just within the 100/72/48/etc hr windows.

But Paris flights are very popular in the summer, so for June or July I really wouldn't expect the upgrade to clear until around 24-48 hrs before the flight, if there is any space left by that point.

I would agree that CLT may be ​​​​​slightly better for upgrade chances but again in the summer they're both going to be incredibly tough, I would just book whatever schedule works better.
