Not going to argue with you and derail this thread from the impact of DL’s ops in ATL. But here’s my final thoughts:
I am a current Part 121 pilot at a major carrier in the US. It is not forbidden in every carrier’s ops specs - some possibly - but not all. Again it depends on what is in a carrier’s FAA approved de/anti ice manual. And yes, you can still deice at the end of the runway provided it meets the EPA requirements (hence why I suggested a station like FAI for example). There are deice pads at the end of 2L/20R for this very purpose (meeting holdover times in extreme conditions). Again, none of this is really helpful in a major hub like ATL
