This is spelled out in the announcement and on the FAQ page. If not going "down" in status, benefits began in January.
One of the more prominent benefits for use in verifying that the status year runs
from January 1, is seen with the Select Benefit of "
Aeroplan Elite Status Bonus" for 25/35/50/75/100% points. This benefit terminates at the end of December 31, and does not begin again until it has been selected by the member in 2025, then being retroactive to January 1, 2025.
It is not yet clear if that benefit is also extended by 1-month (until February) when a member undergoes a downgrade in status. Probably not.
