One is tracking on the merchant's side so they know commissionable/non-commissionable promo codes right up front, and another are accounting systems that tie commissions to orders so they can at least report on dupe commissions paid (to different channels), enabling clawbacks when the cost of the dupe commissions exceeds a certain amount.
I think this thread shows that enough merchants either don't enforce the rules in many cases, or only enforce them over a certain threshold because the juice isn't worth the squeeze, but I think if you scroll back long enough you'll see plenty of reports of merchants with these checks/tools in place.
Sorry, to be clear: it is new for giftcards.com. Well aware that other merchants vary. This is the first report in 1800 posts on this thread of it being an issue with giftcards.com. It's important because gc.com is one of the few/only merchants where repeatable purchases can be viable indefinitely, and people can rack up tens/hundreds of thousands of miles at very low cost (or free).
Having said that, I totally agree with the inconsistency. I have had purchases on gc.com with codes track recently, and I have had purchases with them with no codes fail to track and I am still waiting a resolution. But I am now less than 100% certain that they will ultimately track.
