I'm actually not sure check-in can do that. I've seen check-in agents call gates many times to reopen a flight.

Ah, so there is a specific baggage override. Shows you how often I check bags, and how careful I am about arrival time when I do.

It's nothing to do with saying you had a bag during OLCI. I've frequently selected that I'll be checking a bag because I think I might, then never check it.
The only time I'd ever indicate I'm checking a bag at OLCI is if I need to pay for it, and don't want to deal with the added time that takes with an agent. I've definitely indicated "zero" and then shown up with one or more.
