Horrendous performance from AC here. They could have easily accepted the bags (see below). They should never have sent you to a ticketing desk, because re-opening a flight isn't a reservations function, it's a DCS function - they could have done it themselves.

Actually, it's not. It's basically one click - the function is called "force baggage acceptance". They don't need to re-open the flight just to print a bag tag.

EDIT: Not sure if the fact I had included 1 checked bag during the online checkin impacted the offloading.
LHR has some stupid stuff with security and whatnot, but I thought those only applied to BA. Not sure about AC.
It's nothing to do with saying you had a bag during OLCI. I've frequently selected that I'll be checking a bag because I think I might, then never check it.
