Is the problem there are no SOPs, are the SOPs are not enforced? If there is not a work checklist for the FAs, and the documentation they receive is simply one "lead" and one "assisting", and the document does not outline what each is supposed to do, then yeah I can see how there is large variance crew to crew. It also makes "assisting" more difficult because every "lead"/flight has their own preferences.
