I am not sure so need confirmation, but I guess those hotels refuse to host foreigners?
In mainland China, it's mandatory for hotels to report their foreign guests to the government. But the reporting process add some troubles so some hotels decide to just give up on potential foreign customers.
I believe the app is showing hotels opting out as full, even if they are not, so you don't book them then find out at check-in that they can't accommodate you.
