There are now 8 Hilton properties in Lisbon, with another 3 a few kilometres out of town. Of the central 8, 5 are part of SLH and one of them,Palącio de Santa Catarina, has currently no availability after April.
I would have thought that Emerald House - which features elsewhere in this forum - has some merit to the OP since it will be very close to the Cruise Terminal, just over 1 km, but is out of centre and not on the metro (there is a tram service). I've not stayed there but I have been past it. It's likely to be a lot cheaper than Vintage, partly thanks to being out of the centre, whereas Vintage is central and between 2 metro stations. The one hotel I've stayed at is one of Hilton's longstanding properties, the Doubletree, which is in a good area, handy for the Gulbenkian, and often good value for money. Rooms are a bit eccentric in design terms, though.
