Many things on AR are flexible/variable..... enforcement of luggage is one of these things that will depend on who you get at check-in, how busy the flight is, etc. I always say that it helps if you are super over the top friendly, smile a lot, and try to charm your way into getting what you need. Its not 100% certain, but most of the time you should be OK.
