When I have seen this happened before it's because the person applied for compensation not expenses. It happens from time to time, mostly BA gets it right and pays up.
But this is clearly two different copy/pasted snippets. The first one is for compensation, but the second one very clear says that expenses are not payable when 14 days' notice was given. I think they know exactly what they're doing here, and I doubt it's legal...
