I found this limitation a bit more pervasive with CX. It seems like despite having OWE with QF, an award booking with CX (only) is so restricted to the point that I cannot assign myself seats. I'm not even sure I can buy seats even if I wanted to. I asked CX and it seems like their staff weren't able to either.
I would try calling CX again. I was able to get seats assigned on an AS award with MVP status, but only by calling CX call center a couple of times.
