PN = bucket where GS PlusPoints is cleared from, and there are 9 seats available. So instead of using extra PP for StW, a GS can just put in the upgrade and it'll go through right away. As OP is 1K, they are optimistic that PZ will open up later to match the maximum availability of PN bucket.
