You're only supposed to be charged driving in, not driving out. But it seems far more likely that they'll just add drop fees to one-ways originating in the zone rather than offering promo rates to bring cars in. And I don't think THAT many people are going to choose a one-way rental to avoid a $9 charge (although I could see folks choosing to rent from the UWS/UES locations over the midtown locations).
