For people without a corporate rate, do you notice anything yet with rental car prices? Ex people picking up the car in the zone, but one-way return outside the zone, either uptown or near a NJ PATH station? If that happens, reverse one-way pricing should be theoretically cheaper to rebalance the fleet. I know before congestion pricing, city people often did the reverse, especially with corporate codes- pick up the car in the suburbs, one-way it home.
Tolls & such have always been the responsibility of the renter. In London the congestion charge is handled this way. I would not expect any US rental agency to simply eat the cost. Instead, they'll offer to handle it for you and if you take them up on that fine offer there will be a convenience charge
f some kind.
