The other option I can think of would be an unexpected distribution of the membership (and less influence from the number of visits per year factor).
I suspect there are fewer GCHs than SCHs as overall populations, but the nature of the current program is such that GCHs travel more frequently than SCHs, so it makes sense that on any given day, a given route/lounge/airport might have more Gold than Silver.
