i have queried a few issuers, including amex, and none of them are open to this. idk if it makes any difference, but my credit history is very very young when i asked (cant remember how old, but less than 3 years)

Not speculating on the reason here - could be many things. Going for a $10k charge on a $10k limit is just not advisable.
it is fine to max out the limit of 1 card if your total available credit is high enough to keep utilization ratio low. alternatively, OP can just pay off before statement closes and it wont affect credit utilization. However, OP has to avoid credit cycling.
