When I was there it had just opened, had no signage and the lobby just looked like a business center, but the front desk staff were very kind and the room was pretty much what you'd expect to see at a Marriott or similar. Yes it is. I found it because I had a misconnect in Cairo at 2AM, and the LeM was fully booked for a football something or other. I had been rebooked on MS in the morning so had decided not to go find another hotel, the *A lounges were all closed at this hour, and I finally sat down on the floor outside the Saudia lounge (they wouldn't let me pay to come in) to figure out where to spend five hours. It was a few minutes before I noticed the A4 sheet of paper taped to the door across the hall that said "transit hotel". It had evidently just opened. Good bed and a great shower.
