I've seen this on promotional rates that require a HH number to be booked. I think in those cases the punctuation should be after the "ONLY" i.e. ""HONORS MEMBERS ONLY. HILTON FOR LUXURY CORE BENEFITS APPLY". I'm a cynic by nature, so I always confirm with the hotel in writing that HFL perks apply to these rates before booking. I've not had any problems with that approach so far.
