I think the technicality of "Uber is illegal" isn't helpful info for tourists who will then assume Uber isn't an option when it's de facto operating like it's officially legal, is one governmentally recognized overdue legislative reform from full legality, never gets any riders in trouble for taking it, and every other taxi is partnered with Uber to be an UberTaxi with the logo on the side even.
