I believe YVR has had flow delays daily for at least the last two years.
And a large % of days prior to the panicdemic.

As many airlines CEO's have said, airlines shouldn't be the insurer of last resort for third party providers.

I've noticed all airlines have increased block times this winter.
1:40-1:50 for Alberta to BC.
This was traditionally 1:25-1:35.

It currently takes about 3 years to get one controller qualified into a high level unit. Patience.
