...you're perhaps setting aside the fact that Emirates and Cathay may not bother to take the time to write up a formal complaint about their 14 flights a week. This is truly unlikely from any foreign airline save the US3, but for each of them we're still only talking about dozens of flights a day rather than hundreds, and while I'm sure they have the data (and we don't), I'd be curious how closely they track OTP for transborder flights vs. domestic.

All of which STILL brings me back to the question without which this whole discussion is essentially moot; we know AC's OTP is consistently worse, but we don't know by how much. If Delta's consistently delivering flights 10 minutes late, and AC's consistently 20 minutes late, that's a very different story both in terms of evaluating each airline's performance, and evaluating whether or not delays go up, down or sideways when the airport starts with a Y.

If the one and only problem with NAVCAN controllers is that they're all terrific but there simply aren't enough of them, that's still ultimately a NAVCAN problem. If the one and only place they're not getting the job done is on recruitment and onboarding, then that's still a gap that needs to get closed ASAP.
