Yes USA is probably best to call. There have been reports that they refuse to book companion voucher bookings. Never done it myself so can't speak with any experience. Seats are released midnight GMT so currently midnight UK time. When the clocks go forward at the end of March you then need to phone at 1am.
I have had success calling the US number with a Companion voucher, tend to call 5or 7 min or so before midnight to do the security bit and be prepared to keep them on the line with the odd question till midnight if get through too fast!
