I see you can buy Starlux (TPE-SEA) transfer to Alaskan Airlines (SEA-domestic USA) ticket now. My question is will Starlux able to print the onward boarding pass and all I have to do it luggage drop off when I entered SEA State-side? Or do I have to take my luggage to Alaskan check-in desk and do check-in all over again?

All international arrivals at SEA are required to collect luggage then proceed to passport control. From there you will take your luggage to the transfer desk on the right side of the exit lanes, the blue lane in the image in the link.
There is a desk for Alaska to recheck bags and get boarding pass if Starlux doesn't issue.

All connecting passengers must go through
