You don't need ALL of them to change their behavior to see an effect. Yes, these people are probably more likely to pay for additional visits and/or purchase a membership (or, increase their spend on the card to 75k). But "more likely" doesn't mean "every single one of them will do that" - so when you go on to say "no reduction in use by this group" you're already wrong. Some of them absolutely will reduce their usage (we've heard from some of them in this very thread so they definitely exist!)
