Just saying there is a limit will make a lot of people think about it more, a lot of people who probably use ~10 visits/year will now sometimes skip the club even if they aren't going to run out because they don't want to "risk it".
also even if everyone knows exactly how much they are going to consume and the "vast" majority will not use all 15 visits, and that ONLY the people overconsuming change their behavior, this can still have a very significant effect - the overconsumers are more likely to be present on any given day (since they travel more), and you usually don't need to make a massive reduction to fix overcrowding situations - e.g. the difference between a road "at capacity" where traffic is flowing as designed and a huge traffic jam can be just a few cars.
Delta certainly has the data (and obviously aren't sharing it). I find it hard to believe that people who travel fewer than 15 travel days per year (which is essentially what Delta is claiming about the "vast majority" of cardholders) are going to change their behaviors, but I'm sure I don't think like a normal person. Maybe it really does just come down to a minority who travel far more than 15 days per year and who use Sky Clubs far more than the average card holder. But these people (including me), IMHO, are more likely to pay for additional Visits or purchase SC memberships - so, in the end, there will be no real reduction in Sky Club use by this minority of cardholders. Again, though: maybe I'm the odd one, and Delta has data that tell them this move will significantly change behavior.
