Sometimes it happens, many others it doesn't. Depends on the hotel, the chain/group and your luck on the day. There is certainly no harm explaining what your status is at check in and that you realise the rate is not eligible but is there any chance you could have a nice room, but it would be foolish to take it for granted regardless of the region. Hotel programmes are very clear about what rates and booking channels are eligible for perks or not and anything above and beyond that should be gratefully welcomed as a bonus.
