Reliably 12am PT/3am ET, unless someone drops a hold where it sometimes goes back into the system immediately. But at the 14 day window, meaning someone held it a few days before, it is very unlikely someone is going to drop a hold at that time. if they are looking 21 days out or so, they have plans to go.
