Four data points, for what they're worth: in two arrivals in Israel, one by air (TLV) and one on foot (from Jordan at Aqaba/Eilat), both pre-COVID but not by a whole lot, nobody searched, asked to see, or asked anything about my phone or that of my late wife. I can't imagine it being practical on a wholesale basis.
