You're mistaken. UA was the first to move to a spend-only status approach. They easily could have made it 24K across the board. They added the concept of PQFs specifically to try to adjust for connecting passengers, because they understood that their primary advantage isn't the soft product, but rather the schedule. It was quite intentional.
