It makes sense from a business standpoint, by making qualification easier for those who need to connect and therefore likely have a choice of airlines.
I guess Delta has just decided those folks wIll choose Delta becuase of superior product and operations so don't need the discount or will jump through hoops to get there regardless? I don't think its really for the connecting folks, I think it's just a legacy artifact/dogbone and I expect it to go sometime soonish.
