in my experience both LGA and EWR are subject to frequent delays even in good weather. IMHO LGA goes off the rails a bit more frequently, but recovers relatively quickly since it’s all narrow body aircraft. When things go pear-shaped at EWR (which is often enough) it seems to take longer to sort it out, likely due to high number of wide body aircraft and greater separation required for takeoffs and landings.
I would add that my experience is that any weather or similar delay leads to the evening LGA departures being pushed back and stacking up, but they generally do get out eventually and there's usually enough lift for anyone with status to standby onto "earlier" flights.
