You can use 2 vouchers on the same booking
if they are held by the same person (there is a specific mention of this in the T&Cs).
You are
not limited to 4 people, just because you are using 2 vouchers. If there are 5 seats available, you can have them all on that booking, the vouchers would mean that 2 of the 5 didn't pay Avios (they'll still pay the taxes, fees and charges of course). That's your simplest approach by far if it works for you in terms of dates.
Otherwise, you're back to looking at separate bookings, securing what you can now and working out a way to add others in later. Note you
cannot add another person into an existing booking, it will always be on a new separate booking, and of course there are some small risks associated with that - mostly the fact that BA will treat you as separate bookings rather than a single family - but they tend to come into play only for cancellations etc, where you need to be rerouted. If you do end up with separate bookings, you can phone BA and ask them to be linked. That just adds a manual note that agents can see, so that e.g if you did need to be rebooked, they'll try to keep you together etc.
