A taxi is is roughly 90 Euros from NCE to MON. The chopper is actually cheaper if you are on your own. The chopper also includes van transfer anywhere in Monaco.
It's not necessarily frustrating slow; it depends on your disposition/needs.
If you're not in a rush and/or driving during off-peak seasons/hours, it's not bad at all (although you have to watch out for pedestrians and some "random" traffic lights.
