I would argue that it is substantially different than the above example under the previous rules. The reason is that any flight or high speed rail ticket will be linked to your personal details. Any hotel stay would have your details reported to the PSB. Crossing regions specifically wasn't allowed before the recent rule change except on the 24-hour transit, and people had gotten in trouble for failure to abide by the TWOV rules.

With the new rules, would a high speed rail journey where the embarkation and destination stations were within allowed areas be any different than a flight between the same two points? You're not leaving the conveyance in either scenario, and any information tied personally to you, such as train tickets and hotels, would show locations only within allowed areas.

Granted, I'd like clarification, which we're unlikely to get, or substantial data points to confirm or correct this thinking.
